In case you wish to transport the corpse (body) or the ashes of a Filipino to the Philippines, you will need to secure a Certificate of Sealing of Casket from the MECO. Your failure to do this may result in delays in arranging for the transport or release of the casket or urn in Philippine port of entry. Some documents or applications may need to be authenticated or submitted for affirmation (notarized) PRIOR to filing. Authentication and notarization is undertaken by the Consular Service of MECO. The filing of the application and supporting documents are filed with the MECO Consular Affairs Office and the Assistance to Nationals Section can help in the coordination for the conduct of autopsy, sealing of caskets and arrangement for the repatriation of remains of Filipino nationals Documentary Requirements a. Certificate of Death/Autopsy Report issued by the Prosecutor’s Office, District Court where deceased died or resided b. Certificate of Embalment issued by the Funeral Administration Office of the city/municipality where funeral parlor is located c. Certificate for Exportation of Casket With Human Remains – issued by the National Quarantine Services, Department of Health d. Certificate of Sealing of Casket – from MECO-Services To Nationals or any authorized MECO officer/staff e. Special Power of Attorney – from the deceased next of kin Procedure a. Execution of a Special Power of Attorney by the deceased immediate family/next of kin or the authorized representative of the family of the deceased in favor of a person in Taiwan to represent the family in making arrangements for the repatriation of remains of the deceased. In some cases Taiwan authorities do not require that the SPA be authenticated in the Philippines. However if it is so required, then the SPA must be notarized and thereafter authenticated by the Clerk of Court of the place where document was notarized, then the Malacanang, DFA and finally the Taipei Economic and Cultural Office in the Philippines (TECO) which could require that the same be translated in Chinese. The general rule is for the human remains to be transported to the Philippines however if the family in the Philippines would allow or want cremation of the body then the same must be specifically stated in the Special Power of Attorney. b. First three documents as mentioned above must be translated into English (if issued in Chinese) authenticated by the District Court, Ministry of Foreign Affairs and MECO. c. For cremation only: the Certificate of Death/Autopsy Report and Cremation Certification is required and all must be authenticated by the offices aforestated.
