Requirements for Unaccompanied Minors Waiver of Exclusion Ground Waiver of Exclusion Ground Minors who are not Filipinos below fifteen years of age unaccompanied by either parent or legal guardian are not allowed to enter the Philippines. For these minors to be allowed entry in the Philippines, either parent or legal guardian is required to request the Philippine Government through the Bureau of Immigration for the issuance of the Waiver of Exclusion Ground in favor of the minor (Sec. 29(a) (12) of the Philippine Immigration Act). Requirements 1. “Affidavit of Consent and Request” duly executed by one of the parents of the minor and notarized by MECO. For brothers or sisters who are both traveling to the Philippines only one “Affidavit of Consent and Request” is to be executed by the parent 2. Parent executing the Affidavit must be physically present at the MECO at the time of notarization of the document. Or if abroad must have the same notarized at the nearest Philippine Post 3. Applicant-minor must be in Taiwan at the time Affidavit is executed and visa application is filed 4. Photocopy of the data page of the passport of the authorized accompanying adult (must be at least be 20 years old which is the age or majority or legal age in Taiwan) 5. Photocopy of the data page of the passport of the minor 6. Photocopy of the Household Registration of the parent executing the Affidavit or the Birth Certificate, adoption or guardianship papers of the minor 7.Photocopy of the passport (valid) or Taiwan ID of the parent executing the Affidavit 8. MECO may require that the minor be interviewed prior to the issuance of his/her visa 9. Visa processor/Notarizing Officer must explain to the parent/accompanying adult that upon arrival in the Philippines the minor and the accompanying adult must process the entry on the minor at the Immigration Office at the Port of Entry and pay the amount of PHP3,130.00 10. MECO can not issue visa to the minor applicant without the required Affidavit of Consent and Request 11. Only the Bureau of Immigration (BI) can waive the requirement on Waiver of Exclusion Ground in order that MECO may issue visa to the minor under this arrangement. However in some instances a written communication from the BI is required concerning the waiver of said requirement. Schedule of Release of Visas If you submit your application form with complete requirements on or before 11.30 a.m., your visa will be ready for release after 5.00 p.m. of the same day. If you submit your visa application form with complete requirements after 1.00 p.m., your visa will be released after 9.30 a.m. of the next working day.
